STRENGTHENING SECTOR MANAGEMENT
Component 3, STRENGTHENING SECTOR MANAGEMENT, involves the development and improvement of the internal processes and systems within the Bahamas Ministry of Education. The following sub-components comprise component 3:
a. E-Education Plan
The ICT Education Strategic Plan developed in 2009 will be implemented. The design of this Information Communication Technologies (ICT) Strategic Plan was based on the consideration of the roles of ICT in education that are currently being acknowledged by the international educational community and the national context of the education system of The Bahamas. The Technology Coordination Unit (TCU) which is recommended in the E-Education Strategy will be established to support the work of the MOE and DOE. The TCU will comprise three sections outlined below with responsibilities that will include:
(i) Educational Management Information Systems (EMIS)
Responsible for design, implementation, administration and operation of information systems and corresponding operating systems and digital infrastructure of MOE. EMIS responsibilities will also include networking systems and facilities, the software systems such as the Intranet and related systems, the administration and maintenance of Database systems and the implementation, operation and monitoring of the Web systems. Several persons will be engaged under counterpart funding to facilitate these tasks.
(ii) Technical Support
Responsible for defining, coordinating and monitoring required actions needed to ensure the suitability of the schools’ facilities and technological infrastructure, maintenance of the same and the acquisition, distribution, installation, and technical support of hardware, communication (internet and basis software systems for the schools.
(iii) ICT in Education
Responsible for implementation of the activities and delivery products related to:
(i) Professional Development and Training
(ii) Curriculum and Resources
(iii) Studies and Special Projects
(iv) Education Portal
b. Monitoring and Evaluation
The capacity of the M&E unit will continue to be strengthened through the addition of one staff member under counterpart funding. They will continue to analyze data, conduct research and provide oversight to the sector and to enhance sector-wide coordination and quality assurance. The proposed educational management information system (EMIS) architecture will facilitate the M&E access to current data. M&E will conduct interim evaluations and a final evaluation at the end of Phase 1.
